How we source this. Nothing on these pages is paraphrased as a quote. Every number traces to a state agency document, a legislative analysis, or a federal dataset the state itself cites, and federal data is labeled as federal. Where a widely repeated figure could not be traced to a live primary source, we left it out and said so. If a source moves, tell us and we will fix the link.
